Give each of the 100 Senators and 435 Congressman a spreadsheet with their share of the 90% allocation with the Department in the first column and the averaged allocation in the second. e.g. Senator X Department of Defense 620.3 x .90 = 558.27 / 535 = $1,043,495,300 (use 1,043 million) Department of Education 55.7 x .90 = 50.13 / 535 = $9,370,009 (use 9 million) then allow the Senator or Congressman the flexibility to add amounts and subtract amounts equally in the third column and place the final allocation in the last column. e.g. Column 1 Column 2 Column 3 column 4 Defense $1,043 million 5 million = $1,048 million Education $9 million – 5 million = $4 million In this example Senator X has transferred $5 million from Education to Defense without changing the overall budget! Step 3. Take all the spreadsheets, load them into a table, and produce a budget that has been determined by all the membersof Congress equally. If there is a hawk in the group he or she can deduct from Education and give it to the Military. If there’s a dove the reverse may occur. If Senators complain that the House has too much representation remind them that the initial budget came from the Democrat President. No lengthy discussions, No Omnibus bill , No gridlock and a 10% deduction from the original budget! And how about this! Instead of hiding in the cloud of a budget that 535 people are expected to say Yes or No to – we have a method to allow each representative a “vote” that reflects their own opinion and hopefully the opinion of those in their district and in the end best represents ALL OF US
