The Industrial Pretreatment Program (IPP) is a federally-mandated program, regulated by the Environmental Protection Agency (EPA) and the Louisiana Department of Environmental Quality (LDEQ). The IPP was established to regulate discharges of waste other than non-domestic wastewater to the sanitary sewer system for the purposes of:

    Protecting the wastewater treatment plants from violating their discharge permits, Preventing the pass through of pollutants to protect receiving water quality, Protecting sludge quality, Protecting public and worker health and safety, and Protect City-Parish collection and treatment system assets.

Non-domestic wastewater includes, but is not limited to, wastewater with non-neutral pH, heavy metals, excessive solids, and fats, oils, and grease (FOG).

Environmental regulations require the City of Baton Rouge/Parish of East Baton Rouge to periodically identify and locate all possible Industrial Users which might be subject to regulation by the City of Baton Rouge/Parish of East Baton Rouge, IPP. This requirement is mandated by Title 40 of the Code of Federal Regulations, Part 403, Section 8 (f)(2).
